[edge_orchestrator] Take a decision on how enum should be written

Description

In the edge_orchestrator, sometimes enum are written in UPPERCASE and sometimes in lowercase.

• Take a decision on the case
• Apply it everywhere in the edge_orchestrator
• Document it in a CONTRIBUTING.md

Acceptance criteria

• CONTRIBUTING.md initiated with the decision
• no more enum in UPPERCASE and lowercase
