If the last step is completed in Next Steps view, the activity isn't marked as Active

Repro:

1. create an activity (haircut) with a cadence (1 mo)
2. complete the steps in the Next Steps view
3. When the last step completes (schedule), the first step shows up correctly (find)
4. switch to Organizer view, the activity shows up with a "Complete" icon instead of a "running" icon

By contrast, if you complete the final step in the Organizer, the activity is correctly marked as running.
