Starting up the dedicated server after install failure

The dedicated server will not start with default settings.
I had to install steam on the server and the .bat file in the game directory that ships with the game will start the server.

Starting it from WindowsGSM gives me "LogSteamShared: Warning: Steam Dedicated Server API failed to initialize."

The .bat file doesn't have anything really different than how the plugin is starting it.
