[Task] Consolidate mosaic sections within Map summary page

Describe the feature or enhancement you're looking for

I've been thinking of rearranging some elements of the map summary page, particularly those related to the mosaics themselves. Currently there are these elements in different places:

1. Mosaic downloads/webservices (within the top Summary section)
2. Mosaic Preview (its own section)
3. MultiMask (its own section at the bottom)

I recently added this tab pattern within the Summary section:

and I think it would make a lot of sense to take advantage of it in other places. I'm thinking that the "Mosaic Preview" section would be renamed just "Mosaics", and then have three tabs underneath it like this:

Additional context

Longer-term, I've been eyeing a shift in this whole page layout to a left-menu-bar style (which is a very common design pattern nowadays) such that each of the current top-level sections would be an item on the left, and selecting one would fill up the entire rest of the page with the content that currently appears in the slide down sections. These tabs as described above would slot pretty well into that future system as well, while also being a good improvement on their own in the meantime.
