New filters should be placed above add/delete/edit buttons #44
Description
When "Add New Button" is clicked and a filter is created, it is currently placed on the bottom of the list of filter buttons. The last three buttons - add/delete/edit a filter - aren't really filters, though, and should always be at the bottom. The new filter should ideally go above them, but at below the existing user-created filters.
