The IDE-and-OS-integration wiki page says:

And then configure it to handle *.cs files by copying the content of the <CS-Scrip>\lib\ShellExtensions\Template folder to the C:\Users\<user>\AppData\Roaming\shell-x\cs\01.CS-Scriptfolder. This will create CS-Script menu item in your explorer when you right-click any *.cs file.

But in cs-script.win.v4.14.10.0.7z there's no folder \lib\ShellExtensions\.

You are right. This page has a problem. It describes legacy integration, and some content is now inaccurate.
I have updated teh link to the template folder.

However, I have just updated this wiki page with the current integration recommendations, and I strongly encourage you to explore the latest integration options that are much lighter and more reliable than the legacy ones (that still do work). Just read the updated IDE-and-OS-integration wiki page again and you will see what I mean.

IE to have the VS experience, it's now just enough to execute:

css -vs your_script.cs
