Support mixed codecs with precompressed tiles

Some input data will use different codecs for different series; slide pyramids will often be compressed differently from the corresponding label/macro image. See #3992 (review) and #3992 (review).

As part of this, bfconvert should be updated to not require the -compression option if -precompressed is used.
