[LS] Add hover tooltips to member types

Issue to be solved

Currently, hover tooltips only exist for top-level types but not members.

Suggested Solution

Extend this funtionality to member types (it's especially useful for function signatures)

This is already implemented. It might be that it only works for hovers on uses for members defined in the same file / location.
