Refactor relayer config #99
Description
- Refactor relayer config to have clear blocks such as, orchestrator, relayer[batch, valset, logicacll] with the child configs, instead of log one variable config such as "batch_relaying_mode".
- Try to reduce the batch_request_mode since we have the batch_relaying_mode which should cover both
