Idea: A --pelican option to Kingfisher Process’ load command (and maybe also a --pelican-previous-dataset option). In the finisher worker, Kingfisher Process would send the web request to start a Pelican dataset.
This is more relevant if the Data Review Tool no longer provides "Key Field Information", in which case data support managers would want a simpler process to load data into Pelican. open-contracting/cove-ocds#223
