install error on develop branch

when trying to install from develop branch I noticed an error

this is from a docker image that use to work, so I guess something has changed in openmc

Oh, weird, do we not have nightlies on here?

I was building against the develop branch of openmc but I can try the latest release and compare. Just to confirm the theory.
