generation of cool files for downstream analysis of matrix properties

Problem:
we want to calculate scalings, compartment score, and insulation o the maps generated from simulations. Should we include these functions into polychrom, or rely on and support them in cooltools? @gfudenberg

Potential solutions:

• Create coolers from the simulations (we need a function for that) and outsource the calculation of the feature to cooltools
• Optimal way might be to create a function generating a stream o contacts that can be fed into pairtools/cooltools. @golobor
• Create multi-cutoff coolers similar to the multi-resolution one? @agalitsyna
