The section is there and empty since 2011, according to the history of the file.
@itachi-re are you familiar with the topic? If so, feel free to contribute with your knowledge. Otherwise, I wonder if it's a better idea to remove it.

Thanks @saraycp! I'd like to take a shot at filling this section. I'll need to do some research on the best practices for building KMPs in OBS, but I'm happy to contribute.

I'll fork the repo and start working on the cha-obs-best-practices.kmp file. I'll submit a pull request when I have a draft ready for review.
