i18n for DemoX course

Create a Transifex integration for the course and enable the course to be translated into other languages.

Any advice how to do this @brian-smith-tcril (this is not urgent)

Ideally we'd add an extract_translations target to the Makefile that results in a file transifex knows what to do with, and a pull_translations target to provide a way to pull translated strings down and integrate them back into the course, but I have no idea how we were extracting/inserting strings before, and I don't see any commits on this repo hinting at a prior direct transifex integration.

Yeah, I'm uncertain how the old DemoX course was extracting translations - that was so long ago that I'm not sure whatever model they were using would even apply :\

The course changes so infrequently that I don't mind figuring out how to extract translations and manually uploading .po files or whatever, but since Open edX doesn't even support multilingual courses, I'm not even sure what you'd do with them. I suppose we'd just have different packages for different languages, somehow

At minimum I suppose I could upload the .srt files and package the translated .srt files with the main course content... ? Not sure how that would work though.
