Move pre-data_processing of RES and Conv Power plants to DP?

At the moment the script of:

• https://github.com/openego/data_processing/blob/release/v0.3/preprocessing/sql_snippets/ego_dp_res_rea_by_scenario.sql
• https://github.com/openego/data_processing/blob/release/v0.3/preprocessing/sql_snippets/ego_dp_conv_by_scenario.sql

do not take place in the DP run as a part of the preprocessing.
This causes a misunderstanding of version numbers. At the moment the changes of the version no. are not set to the table. I like to move the both scripts to the DP in order to have those scripts as a part of the DP.

@IlkaCu and @ulfmueller what do you think?

After a discussion with @IlkaCu and @ulfmueller , the idea is to leave the scripts in preprocessing and use a preprocessing version number for schema model_draft. The visioning for supply schema remains the same as before see: This can cause different pre and data processing version numbers. By changing the column name and the meta data for model_draft this problem should be solved.
