Migrate workbench moderation to content moderation

Now that content moderation is stable, we should plan an eventual migration.

Install configuration for Openfed was updated in order to use Content Moderation instead of Workbench Moderation.
WBM2CM is now part of Openfed 8.6.x too, but the migration from WBM to CM is still difficult and no automatic migration methods will be provided for now.

This doesn't seem to be possible now.
Also, it seems that content moderation has some issues with paragraphs and multilingual content.
We should postpone it.
