False negative: expected the bug to be in one of the following states: NEW, ASSIGNED, POST, but it is MODIFIED instead

This situation is absolutely normal when patches for the same bug must be serialized (e.g. 2nd patch refers to the merge commit hash for the 1st one, which is a daily situation for our team).

Currently it requires going to Jira and manually moving the bug to POST first.
