openshift-ci-robot referencing incorrect jira issue ID

I have two PRs (one is a manual backport of the other) where the correct jira issue IDs are annotated in the PR titles and links to the jira issues are included in the descriptions, but the openshift-ci-robot is referencing the same incorrect jira issue in both. I tried /jira refresh, but it didn't fix the issue.
