"no-jira" pull requests get a jira/valid-reference label but not a jira/valid-bug label

I approved a PR with the NO-JIRA prefix and it got the jira/valid-reference label, but not the jira/valid-bug label:
openshift/aws-load-balancer-operator#117

Is it possible that the need for a valid-bug label should be set at the same time as the need for a valid-reference label on a no-jira PR?
