Description of the new feature / enhancement

A lot of new users seem to have trouble with perceived playback bugs in relation to not knowing which phonemizer to use for their voicebanks.

It produces a large amount of duplicate issues that can be solved by reading the FAQ, which is linked in the issue forms.

Having a feature within OpenUtau to automatically detect what format a voicebank is in would help curb the amount of these duplicate issues and enrich the new user experience.

Proposed technical implementation details

It would ideally be implemented into the Singer Setup window, but also allowed to be called manually after a voicebank has been installed.

If the voicebank already has a character.yaml bundled with it that specifies which phonemizer will be used automatically, this would be skipped.

  1. Automatic detection
This would check the oto.ini for aliases unique to specific languages and phonemizers.
If multiple possible phonemizer options are detected, have a dropdown menu display with the different options.

  2. Manual selection
This would have something like adaptive dropdown menus. One for language, and one for which phonemizer.
It would be helpful for it to display an example of each phonemizer beneath.
