Feature Description

Add the ability to scope monitoring, dashboards, alerts, and status pages by project or team, so that multiple teams can share the same CheckCle instance while keeping their observability data isolated and properly organized

Motivation

IWe plan to use CheckCle in a shared environment for a group composed of multiple teams. Having project/team-scoped observability would allow each team to manage its own services, alerts, and dashboards independently while using a single centralized CheckCle instance
