EXTRAS-257 - DataElement leaclass does not properly handle a SignatureLibrary

There is no Python interface to SignatureLibrary so it needs to be accessed as a SignatureSet. DataElement.leafclass() does not cast a SignatureLibrary since SignatureSet isn't the Opticks leaf even though it is the Python leaf. leafclass() should be modified to treat SignatureLibrary as a SignatureSet (unless and until SignatureLibrary is exposed via the SimpleAPI.)
