Modify the processor to stub out 'remote algorithms' dynamically, and get the latest algorithms

Slight modification required, the remote registry of algorithms is now copied to the processors local directory with a new orca sync cli command. Some work is needed to pin processors to repositories, so that the SDKs can dynamically mask out algo dependencies.
