New Release Branch

To better support bugfixes between larger releases, we've created a new release branch. The main branch will continue to accumulate new features but will be merged into release before we create a release tag and update pip/conda packages. With this additional branch, small bugfixes can be incorporated into the release branch directly and minor or patch releases can occur without the need to release everything that has been incorporated into the main branch.
