double-encoding bug? ampersands (&) in meta title double-encode to & in source

g'day!

running 2.0.0-alpha.46

just noticed that if i use a "&" character in the meta title, they end up double-encoded so the browser tab shows "&" instead.

e.g., "this & that" becomes "this & that"

update: just posted this to the github as that is likely a better place to put this.
