Proof-Carrying Changes and Tamper-Evident Agent Assurance

Workspai 0.69.0 gives source-changing agents a verifiable path from Goal-bound
intent to a sealed change capsule. The runtime pins the exact architecture
baseline, separates prediction from proof, authorizes bounded effects, records
what actually happened, re-observes the Graph, and requires independent
verification before it can claim closure.

What's New:

• A complete workspai change lifecycle for begin, discovery, prediction,
  authorization, receipts, verification, explanation, resume, abort, validation,
  and portable export.
• A digest-linked Decisions ledger with deterministic replay, checkpoints,
  optimistic concurrency, durable blocked states, and tamper detection.
• Exact predicted-versus-actual Graph overlays and surprise reports that never
  promote model prediction into verification evidence.
• Versioned capsule, operation, list, validation, and export contracts shared by
  CLI, CI, IDE, agent grounding, Live correlation, and read-only MCP consumers.
• Safer linked-project evidence, more precise Graph retrieval, canonical nested
  runtime identities, and authored project names in Fleet and Live reports.

Compatibility: Existing version-one Workspace Intelligence, Model, Graph,
Goal, MCP, Repair, Skill, project-entry, and Live contracts remain supported.
PCC and Decisions contracts are additive, Graph overlay changes retain their v1
shape, and no public command is removed.
