Deletion-Aware Change Assurance and Contributor-Ready Qualification

Workspai 0.70.0 makes deleted artifacts first-class Proof-Carrying Change
evidence, reconciles overlapping Graph labels without duplicate effect
receipts, strengthens nested polyglot readiness decisions, and gives
contributors a bounded route from task selection to file-aware validation.

What's New:

• Deterministic deletion tombstones that remain valid only while the governed
  artifact is absent and invalidate a capsule if it reappears.
• Safe physical-identity reconciliation for aggregate and nested Graph labels
  that refer to one contained source artifact.
• Scope-aware Goal readiness and explicit multi-runtime aggregate analysis that
  prevent unrelated evidence from becoming a false blocker.
• A 23-command isolated real-repository qualification including Model, Graph,
  Doctor, agent grounding, verification, exports, and Live Board activity.
• A Contribution Hub and read-only contributor:plan repository tool for
  bounded applicant routing and file-aware validation.

Compatibility: Existing version-one Workspace Intelligence, Model, Graph,
Goal, MCP, Repair, Skill, project-entry, Live, Decisions, and PCC contracts
remain supported. Deletion references are additive and optional. No public
command is removed.
