Governed Startup and Enterprise Native Kit Baselines

Workspai 0.71.0 keeps governed Goal and Proof-Carrying Change startup stable
across runtime-owned observation, makes cold polyglot initialization observable
and runtime-aware, and promotes every npm-owned native generator onto one
reviewed enterprise baseline.

What's New:

• The .workspai-workspace operational marker no longer participates in Graph
  input identity.
• Generated GitHub agent definitions remain downstream consumers rather than
  circular Graph inputs.
• Git, non-Git, and Goal-to-PCC regressions prove that runtime observation does
  not create a false live-input-mismatch while real source changes remain
  freshness-sensitive.
• Goal lifecycle results preserve their canonical Repair and PCC transaction
  links instead of rejecting a valid activated Goal as an unknown schema shape.
• Workspace init reports the command that actually ran, streams progress, and
  applies bounded runtime-aware cold-start budgets rather than a universal
  two-minute timeout.
• Go Fiber, Go Gin, Spring Boot, .NET Web API, and Rust Axum kits now consume a
  centralized, tested runtime and dependency baseline instead of drifting
  independently.
• Generated native projects include pinned CI toolchains, non-root containers,
  Dependabot coverage, health tests, and ecosystem-appropriate security or
  supply-chain gates.

Compatibility: Existing version-one Model, Graph, Goal, Decisions, PCC,
Live, MCP, Repair, and agent contracts remain supported. No command, flag,
schema, or artifact path is removed.
