Script-Free Installation and Typed CLI Resolution

Workspai 0.72.1 removes consumer install lifecycle hooks so npm 11 global
installation remains clean under its secure script-authorization defaults. The
Windows PATH precedence check now runs as typed Doctor evidence instead of
during package installation.

What's New:

• npm install -g workspai no longer requests allowScripts authorization for
  Workspai-owned install or prepare hooks.
• Windows Doctor evidence distinguishes a canonical npm shim, a shadowed shim,
  an unresolved command, and an npm prefix that could not be verified.
• System, workspace, and project Doctor JSON expose the active PATH target,
  ordered command candidates, npm global prefix, and bounded recovery guidance.
• CLI resolution participates in Doctor scoring, receipts, drift comparison,
  and human output without changing non-Windows readiness.
• Workspace Doctor JSON now includes the Go system check consistently with its
  evidence artifact.
• Package publication gates reject future consumer lifecycle scripts and the
  removed installation-only helpers.

Compatibility: Existing version-one Model, Graph, Goal, Decisions, PCC,
Live, MCP, Repair, Doctor, and agent contracts remain supported. Doctor fields
are additive, and no public command, flag, or artifact path is removed.
