Governed Agent Framework Workspaces

Workspai 0.75.0 introduces a governed, framework-neutral foundation for AI
agent projects and admits Microsoft Agent Framework projects for Python and
.NET through the same Model, Graph, Goal, Proof-Carrying Change, lifecycle, and
verification boundaries used by the rest of the Workspace.

What's New:

• Create Microsoft Agent Framework Python and .NET projects from the dedicated
  AI Agent category without installing dependencies or calling a model.
• Plan, attach, and apply framework integrations through scoped Goals,
  authorization, managed-file ownership, typed effects, and PCC evidence.
• Resolve only release-admitted framework versions backed by an exact
  cross-platform conformance receipt; upstream discovery proposes updates but
  cannot silently promote them.
• Model nested agent runtimes as real Python and .NET lifecycle units, with
  deterministic build, test, and start capabilities based on authored
  evidence.
• Preserve byte-accurate PCC baselines so Graph provider churn is not reported
  as a user file mutation, while real additions, edits, and deletions remain
  fail-closed.
• Preserve actionable lifecycle diagnostics across nested package-manager
  processes and provide the exact native rerun command when a tool emits no
  capturable output.

Compatibility: Existing Model, Graph, Goal, Decisions, PCC, Live, MCP,
Repair, Doctor, Snapshot, and agent contracts remain supported. Agent Framework
support is additive. Existing projects and official framework kits are not
rewritten, and no public command or canonical artifact path is removed.
