先进性申请和通知优化

Describe the bug

先进行申请目前看到了两个问题：
1、申请时没有校验github地址，导致部分只填写了组织的数据被录入，例如github.com/xxxx 缺少仓库名称
2、先进性通知存在bug，一部分仓库由于申请时填写的url是旧的仓库地址，导致从url中获取的owner/repo无法正确的跳转到先进行网页
3、先进性集成完毕之后由于内外数据同步，通知机制复杂，需要手动更改数据库
