remove multiverse from the base image

This is a follow up to: ros-infrastructure/ros_buildfarm#364 (comment)

We will want to audit the https://github.com/osrf/docker_images to make sure we don't break anything, But I think they're all built on top of the upstream ubuntu images. And may actually need multiverse enabled.

I would argue for the same reason non-free and contrib should be removed from the Debian images.

For the Debian case the way that all are enumerated in a single deb line makes the implementation of ros-infrastructure/ros_buildfarm#530 way more complicated.

I created a separate ticket for it since I don't mind about the Ubuntu case for the buildfarm: #22

Since non-free and contrib aren't upstream that sounds right here.

Oddly now however it appears that upstream now does have multiverse on by default. Just not the deb-src for multiverse.
