It's not in the standard Ubuntu base image.

This is a follow up to: ros-infrastructure/ros_buildfarm#364 (comment)

We will want to audit the https://github.com/osrf/docker_images to make sure we don't break anything, But I think they're all built on top of the upstream ubuntu images. And may actually need multiverse enabled.
