Popup doesnt render on top of fullscreen windows

Steps:

1. Fullscreen a window
2. alt+tab

Result: nothing

Expected: popup is visible and accepts input

This is due to yast being a regular sway window. Instead it should use layer shell protocol, just like wayland fork of rofi. Go wayland bindings seems like the way to go.
