drush command for posting solr schema #216

Description

@dalin-

This is a feature request for the D8 version of
pantheon-systems/drops-7#99
Which is something that we use on all of our D7 sites.

The big problem is that currently in order to post the schema to Solr you need to log into Drupal/WP over HTTP and submit the forms/click the buttons.

Currently there's nothing built in to the platform that automatically configures Solr for new environments. This sometimes results in miscommunication and lost time with clients. Something like this:

Developer:
Okay client, here's [new feature] that you requested https://example.com/foo

Client:
Looks great, except [related thing] looks really broken https://example.com/bar

Developer:
Oh, that's because [related thing] is powered by the internal search engine and I didn't set that up when I created this environment. I've done that now.

Client:
Okay, as long as you're sure that this won't break when it's deployed.

It would be great if there was a Drush command, or some other way that I could automate this with Quicksilver. Something like:

drush pantheon-apachesolr-schema-post
