When populating the BC spreasheet to create new biomedical concepts and data set specializations in COSMoS, what happens when:

• biomedical conceptId exists in the spreasheet and database?
• dataset specialization conceptId exists?
• need to add additional data elemenet concepts to an existing biomedical concept?

What are the failsafes?
