Integrate the CRF Specialization Curation process

The cosmos-api has been modified to include the new CRF specialization API. This will be integrated with the SOA workbench utility to support association of CRF specializations with Biomedical Concepts. This will allow the CDISC API to respond to requests for CRF specializations. These CRF specializations will be referenced in the USDM extensionAttributes[] of a Biomedical Concept.

In addition, the CRF Specialization curation process will be integrated into this utility (cdisc-concept-curation) to support the teams in adding and (eventually) modifying CRF specializations to be included in the CDISC library.
