Feature Request: make truncate optional in io.db.to_db()

Explain why petl needs this feature?

currently io.db.to_db execute truncate in every query, its good to using bool variable for disable it.

can use default True for backward compatible.

There is already appenddb for this.

There is already appenddb for this.

Both methods todb and appenddb call the same internal method _todb() just changing the value of the trucate argument of this internal method to True or False accordingly.

Ex: appenddb() internal call:

        _todb(table, dbo, tablename, schema=schema, commit=commit,
              truncate=False)

This does not prevent us from adding this truncate argument to the todb method with a default value set to True.

This would be a good first contribution feature for anyone willing to try.

I'd rather prefer to focus on modernizing petl and removing some technical debt in features like #560, #648, #633, #620.
