Implement OCI packaging pattern in SDK for CLI

Implement the pattern developed in #57 in a Rust crate and integrate it into the CLI. Done when:

• Crate and CLI released
• New commands fully-documented
• All Design source registry repository with metadata patches to merge #45 packaging repo projects an be built into OCI images (but not published)
