At a minimum, phx should be able to bootstrap a fresh Light project. It should optionally, and by default, include relevant Cells for the user's platform, fetch and manage versions of dependencies such as SDL, initialize a Git repo if needed, and other sane defaults. A future version may support enhanced functionality through Warp.
