Allow us to hide the pull requests button in the sidebar

As someone who does not use this feature, I feel like it's useless to have it in the sidebar. I'd much rather just have the icons I use since sometimes I misclick it when going to click the usage button.

This could be easilly done with #10708 where you could customise things how ever you wanted
