Allow do a /cherry-pick on closed PR

currently /cherry-pick is just an info stamp when doing /merge the cherry-pick comment will be picked up and applied,

if we are on closed PR we just bail out currently

add a new feature than when doing /cherry-pick on closed pr it will be imediatly try to be cherry picked in there
