Issue: build file not found: ///docker//build_defs:all depends on //:all, but the directory doesn't exist

Running Please v17.17.0

plz init plugin docker then try to build anything and this error occurs

Any ideas please?

//:all means Please is trying to find targets in a BUILD file in the root of your repository.

If you touch BUILD and then run plz build ///docker//build_defs:docker, you'll see it complains about the shell plugin not being defined - apparently the docker plugin implicitly depends on shell. If you run plz init plugin shell, everything should work.

This is however all very weird, and there's definitely some deeper problem to investigate, but this should unblock you
