Should we require both `question` and `attachment(s)` or just `attachment(s)`?

Things like `allow downloading` require both `question` and either `attachment` or `attachments`. We could require both for those type of keys. On the other hand `attachment(s)` already require `question`, so it seems a bit redundant.
