Use Net:HTTP for API calls, specifying a reasonable timeout#8

We made this change on our legacy fork @ pocketsmith/exchange-legacy@1e2cfe9.

Without this, a much less reasonable timeout will be used.

In that code, it's suggested we move that timeout to the configuration, which is a great idea - so let's do that.
