Use `@posit-dev/positron` for Positron types

Right now we have Positron types we have made: https://github.com/posit-dev/publisher/blob/main/extensions/vscode/src/%40types/positron.d.ts

But Positron has its own package for this: https://github.com/posit-dev/positron-api-pkg

We should use that so we aren't duplicating the effort

Opened up an issue with posit-dev/positron-api-pkg#4 after trying to get this to work.

We could potentially turn off lib checking with "skipLibCheck": true, but if we can avoid that that would be preferred.
