RFC: Prado 5

Here are some things I'm thinking for Prado 5:

• turn portions into their own repo, like other major frameworks
• move into PSR compliance. Prado is not HUGE, so I think this is possible.
• We can use interfaces from others that make sense (yii, laravel) as well.
• We hand roll our own where others aren't optimal (eg. Clock services @ Yii and their discussion of it aren't up to my spec)
• We institute a clock service in TApplication
• We remove "T" prefix.
• Can we remove Prado 3 namespacing? or would it need extension for plugins? v4.4 if extended?

I would like to propose TSwooleApplication and move Prado static class to have also a "non static" version to support Corouting and self containing applications.

@drigolin I've been looking at encapsulating Prado Apps for multi-app mode. lots of "static" to fix for something like this. It enables a TSwooleApplication to be a reality.
