Issue 1: Initialize Project Environment

Description:
Set up the development environment and base repo structure.
Tasks:

Create project folder and .env.example file.

Configure Docker and Docker Compose.

Create folders:

/ethereum
/op-stack
/starknet
/monitoring
/scripts

Add a base README.md with project goals.
Deliverable: Working local setup with base structure and Docker installed.
