Implement a weekly report

[castrojo]

The move to rechunker will make changelogs suck for a while, so I am generating a report automatically with board data.

I've made an app that handles the ublue-os/bluefin permissions to post these in an updates section of the discussions.

I can't figure out how to install that in ublue-os/bluefin. Here's what the report looks like so far:
