Performance related: {targets} package `tar_rep()` cannot use dynamic pattern

This would create some memory heavy targets and more intense io tasks. In the future, I should explore if we could benefit from using dynamic patterns in resampling. 

Note to me: time is valuable, so do not try to change the infrastructure of the current project now.
