Fix and reintroduce binconv gating from reverted commit.

Commit fcfd25 was reverted in PR #30 to enable a quick fix for issues related to depthwise mode. However, since the binconv gating feature introduced in that commit is valuable, it should be reintroduced after addressing the underlying problems.
